English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new study of municipal councils, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using savings to manage increasing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Broader Fiscal Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise council taxes next spring to address the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils recently further found local finances being stretched by the growing number of young people and older individuals requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data highlights the extent of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey found.
